Incrementality is the test that quietly decides many applications: would this project happen anyway, without government funding? If the honest answer is "yes, we'd do it regardless," you'll likely be rejected.
The government funds projects that its money makes possible — that happen at all, happen faster, or happen at a larger scale because of the grant. The Strategic Innovation Fund and others apply this test explicitly and won't fund projects that would proceed without them.
So your application has to credibly show that the funding changes the outcome. Not "this would be nice to have," but "without this, the project doesn't happen / stays small / gets delayed." Be specific about what the money unlocks.
The takeaway: show that the grant is the reason the project happens (or happens bigger/sooner). If the project would proceed regardless, the funder has no reason to pay for it.
